Aside from deciding where to stay on Yellowstone vacations, deciding whether to eat in or eat out can be the hardest for many people to make. Only in Yellowstone, dining in means eating at one of the many restaurants in the area and dining out means cooking your own meal over a campfire.

Campfire cooking seems simple enough. After all, isn't it just like grilling in your own backyard? Experienced campers understand the logistics of planning a week's worth of meals, shopping, prepping, cooking, and cleaning up. Remember the old Boy Scout rule and drink before you get thirsty, then take a drink, and then take another drink.

Some people like to do as little cooking as possible while taking their Yellowstone vacations. They prefer to visit outdoor stores that specialize in camping equipment and supplies. There they find a wide variety of pre-made and freeze-dried foods. Most require water for preparation and some degree of heat. A word of advice is to try a few varieties before you decide to use them exclusively.

Yellowstone vacations can be fun and relaxing, especially in the evenings around the campfire, full from a yummy stew or burger, some fruit, and maybe some S'mores. But smart campers are always careful to clean up their campsite completely and to store leftover food in secure containers well away from camp. Bears can be a problem, even in the campgrounds. Nothing is more tempting to a bear then a readily accessible pile of trash left from the evening's meal. Check with park staff to learn how you can bear proof your campsite.

Some moms especially don't like the idea of cooking at all on their Yellowstone vacations, so they are interested in what types of dining is available for their families near the park. There's plenty for every taste and every budget.

Yellowstone vacations are a great time to try a little of dining in and dining out. A quick breakfast before that hike up to the lake to fish is an ideal way to start the day. Being a Part of a Blogging Society

The blogosphere, made up of countless blogs from all over the world, is one of the most popular faces of the Internet. It's not just for teenagers anymore. Several years ago, most blogs were run by kids who just wanted to keep in touch with their friends, or people who just wanted to talk about their daily life.

These days, almost everyone online has a blog.

Chances are, you have one - and if you don't, you should.

Stay at home moms like to blog about their daily lives and raising children. CEOs of major corporations own blogs about the latest happenings at their company. Many celebrities run blogs, and they blog about their upcoming events, movies, and roles (not to mention scandals).

And marketers have blogs about every niche imaginable!

I'm confident to say I myself am part of the blogging culture.

Blogging is a great way to reach out to the people on the Internet. They can touch millions of lives, and spread your message like no other medium. You can say almost anything you want, and there will be an audience for almost every niche!

You can run a blog just for fun. If you want to talk about parties you attend, restaurants you eat at, places you go shopping, or where you go on vacation, someone will probably want to read about it.

Even if the only audience you have is your close friends and relatives, you'll have fun and be able to say whatever's on your mind.

More and more people are turning to blogging as a way to make money. Some people just want to make a few extra dollars for spending money, but others are actually making a full-time income with their blogs.

A few prominent bloggers even boast of making hundreds of thousands of dollars with their blogs (a la Perez Hilton, who parlayed his blogging fun into thousands of dollars in ad money each month, which delivered him his own TV show, podcast, and clothing line)!

There are plenty of ways to make money blogging. Whether you're a college student who just wants to make a little extra cash for pizza and clothes, or you're a serious marketer who wants to make a small fortune, it's totally possible with blogging.

Blogs are big, even if they're small. Some blogs get millions of hits per month. Blog traffic has been growing steadily for several years as consumers gain confidence from peers rather than trusting hard hitting sales pitches they find on the web.

With more and more people jumping onto the blogosphere bandwagon, it probably won't slow down within the foreseeable future. If you're thinking about getting into blogging, it's a good idea to get started now.

It generally takes a few months to begin building up a following. And you really need regular visitors if you want to make money with your blog. You should work to gain subscribers to your RSS feed, because those people will come back often to read your new posts.

And remember to lend your own unique voice to your posts. One of the most important nuances in regards to why blogging is such a major global phenomenon is the fact that people really enjoy reading unique voices on certain topics.

They crave the differences in personalities. It's refreshing to read information that has personality and isn't stale or stuffy, which means it's been translated by a single editor so that every voice is uniform. This is why columnist pages in local newspapers are so popular.

Your unique voice is the most important part of getting regular visitors to your blog. If you want to see examples of this, visit some of the most popular blogs you can find. You'll see that one thing these blogs have in common is the fact that the bloggers make engaging, funny, or original posts.

That's your key to making it big in the blogosphere!

Before You Blog, Build a Blueprint

A lot of bloggers put together a blog without any real plan for how they're going to promote it or monetize it. Putting a blog together without a plan is like trying to build a house without a blueprint.

It's possible, yes. But the end result is probably going to be shoddy, and the whole thing could fall apart at any minute.

You should create a solid plan of action before you even buy the domain. You need to develop a strong blueprint before you ever get started. Waiting until after you've already set it up and are getting traffic could mean a lot of extra work going in to correct mistakes.

Changing themes and adding plugins after you're already getting traffic could interrupt your traffic. Sometimes new plugins and themes can temporarily break your blog, which could mean a loss of traffic (and money) until you're able to fix everything.

The first part of your plan should be choosing a niche, of course. Part of choosing a niche is finding products you can promote. If a niche has no products available, you could create your own.

But if there are no affiliate products available, it could be because there isn't enough demand there for a product. In this case, you'd have to do some careful market research in order to determine whether or not a niche is truly viable.

What's your purpose for blogging?

Do you have your own product you want to promote?

Do you want to promote affiliate products?

Do you want to just put AdSense or CPA offers on your site?

You need to ask yourself questions like these so that you'll know how you intend to monetize the site. If you plan to promote affiliate products, you should test the products yourself before you promote them.

If you don't, your visitors could end up being very upset if you promoted a product of really poor quality and they bought it because they trusted you. Even worse, what if you end up promoting something that turns out to be a scam?

You don't necessarily have to purchase every product you wish to promote. If you can prove you have a decent amount of traffic (and sometimes if you just ask), you may be able to get free review copies of some of the products you'd like to promote.

It doesn't hurt to ask. Even if you don't have any existing traffic yet, you can write to the owner of a particular affiliate program, tell them what you're planning to do, and ask if you could get a review copy.

Some people won't give you a review copy. Plenty of marketers get requests for review copies from those who just want to get a copy of their product for free. So if you run into a skeptic, or someone who's been burned before, you may get turned down.

In this case, it's probably best to just go ahead and buy the product if you really want to promote it. If it's a scam or a really crappy product, just ask for a refund.

You can also consider using a donation button on your blog. If you can't find any good products to promote, and you don't have the time, money, or ability to create your own product, you can still put up a donation button. If your blog is very good, you may get donations.

Or, you can always sell ad space on your blog. If you start getting a substantial amount of traffic or you get a very high PageRank in Google, you could charge a lot of money for a link on your blog. You can also get paid for making posts on your blog that review other sites.

Should a Blog Topic Be Broad or Narrow?

There are two schools of thought regarding blog topics. Some people believe your topic should be very focused, because you can bring in a flurry of laser-targeted visitors. Plus, you have less competition in smaller market segments.

Another group of people believe that anything worth doing is worth doing big. They believe that the only way blogging can truly be worth it is if you're bringing in massive traffic, and the only way you can achieve that level of traffic is by being very broad - casting a wide net, so to speak.

For example, you might have a sports blog that has broad appeal. You could talk about baseball, football, basketball, soccer, tennis, and golf. This would give you a much more broad appeal, and the potential for larger traffic.

But since there would be so much competition, it might take a lot longer to get more traffic coming in. Plus, the way I see it is, if I'm interested in golf, I really won't care about the other parts of the blog, so the value of it plummets in my eyes.

But let's say you choose golf as your broad topic. Even this is broad, although you just segregated it from the other sports in existence. There are many things you could write about golf - vacations, apparel, clubs, courses, techniques, etc.

You could choose an even more targeted niche like women's golf or senior golf. This is a smaller segment of a small niche. This means you could get traffic faster, because there would be less competition.

Less competition means you have the potential to rise faster in the search engine rankings. Of course, women's golf would get far less traffic from the number one spot of Google than the combined traffic of all of the other sports niches, but the chances of that traffic converting into a sale will soar.

So basically, it boils down to how you feel about your abilities. If you believe you have the ability to get one large blog to the top of the search engines rather quickly, then you might be able to handle a broad topic blog.

If you don't believe your abilities are up-to-snuff, then you might want to stick with a smaller niche at first. Remember, you can always start other blogs later. You could either build a network of small niche blogs, or you could start out with one broad blog and then start multiple sub-niche blogs later. You could then link to all of your smaller blogs from your large blog.

You could also start with the smaller blogs, get them to gain some popularity, and then start a large, broad blog later. Once you start the larger blog, you'll have several smaller blogs already getting traffic and already having PR that can link to the larger blog to get it started.

If you already have a lot of SEO experience and you're confident in your ability to pull off some great search engine rankings quickly, then starting with a more broad blog might be a better option.

You can still get some of the benefits of having a smaller blog by having categories for each of the smaller niches on your broad topic blog. One last thing to keep in mind is that your traffic will be less targeted if you run a broad blog.

If you have a site about skin care, you may get a lot of traffic that's just looking for information about the best lotions or skin creams. But if you start a blog about something specific, like acne, you're more likely to get people who are ready and willing to buy something.

Where Will You Host Your Blog?

A lot of people start out by hosting their blog for free at one of the common blog hosting companies. There's nothing inherently wrong with that, but it's a much better idea to host your blog on your own domain if possible.

Let's take a look at WordPress. WordPress is a very popular blogging platform. You can host your blog on their servers, or you can download the software and host your blog on your own domain.

There are a few reasons why you should host your own blog, rather than hosting your blog directly on WordPress.com. For one thing, WordPress doesn't allow you to promote affiliate links on their domain.

So if you want to make any money with your blog, you can't host it on their server, you'll have to host it yourself. Another reason why you shouldn't host your blog on WordPress is the fact that you can't use the variety of plugins and themes that you could use on your own domain.

WordPress is very limited as far as the functionality, so don't expect to have anything really cool on your blog if you host it there. You can find free WordPress tutorials to help you get started with your blog.

Now let's look at Blogger. They do allow commercial blogs, so you can post affiliate links there if you want. But they're also against what they deem as "spam blogs" or "splogs." If they decide your blog is spam, or they decide it's "too" commercial, or they just don't like it, they can delete it for any reason.

There goes all that hard work you put into it!

You have to agree to those terms and conditions when you sign up. That means that even if you don't actually break any rules, they could still delete your blog if they chose. That's a pretty powerful motivator.

It certainly wouldn't be a very pleasant thing to build a blog up to several thousand hits per day, only to have it deleted (and trust me, I've heard these horror stories). You'd lose all of that traffic, all of those backlinks, all of your reputation and your search engine rankings.

Imagine it all being wiped out overnight. That's not a good thing.

It's like having a fire rip through your brick and mortar store and you don't have any insurance to rebuild.

Another very important reason to host your blog on your own domain is that it gives you credibility. If you host your blog on your own domain, you'll appear more professional, and more like an authority figure in your niche.

People will automatically assume you're more serious if you're hosting your blog on your own domain, rather than putting it up somewhere for free. If you do decide to host your own domain, the first thing you'll need to do is choose a domain that contains a few keywords related to your niche.

If your blog is about house cleaning tips, then try to get housecleaningtips.com. If that's not available, go down your keyword list and find the next best thing. Then register the domain.

Next you need to find a host for your blog. You might want to choose a host that has Fantastico, which is a program that sits on the server and allows you to very easily install WordPress (and other scripts) without having to create and manage MySQL databases yourself.

Once you have hosting, you just need to go to your domain registrar and set up the name servers to point to your new host. Your hosting company's support should be able to help you with this.

Blogging Is Big Business

More and more companies are starting blogs, and many people are even forming their entire companies around blogging. Customers really love blogs because they're generally full of great (free) information, they offer a personal touch that generally isn't found on a standard corporate website, and they're not usually full of a lot of hype and hard sell tactics.

Another reason customers love blogs is that they offer a great medium for interaction. Visitors can leave comments and receive responses to their comments. This helps build loyalty to your blog and your company, and readers really enjoy this level of interaction with someone they consider an authority figure.

It helps them feel like they're really being listened to, and like the company really cares about what they have to say - even if that "company" is an entrepreneur like you! Blogs are a fantastic way to build loyalty.

You can reach your audience in a very personal way, must more so than with a standard, stuffy stagnant website. Readers expect to see some personality coming out in a blog. If you really let your personality shine through, you can build a following that will subscribe to your RSS feed and come back often, eagerly waiting to hear more of what you have to say.

This is a great way to brand yourself and your business. Since you can get more personal with a blog, people start to get to know you a bit as a person. This makes you seem more real, and people begin to trust you and your messages more.

For some reason, people trust websites with identifiable people behind them.

Remember, when you're blogging for business you should stay somewhat professional. It's probably best not to post about your aunt's cataract surgery or your grandma's cat that died. You can get a bit personal - after all, that's what really makes you stand out.

But most people who are reading your blog are there to find out information about the niche, seeking solutions to their needs. Keep your posts on topic, but get personal by providing your own voice within those entries.

Provide valuable information within your blog posts. People aren't going to keep coming back to your blog over and over just to read about the new products you're releasing, unless you're releasing some really revolutionary stuff.

They're going to want to read industry news, tips and tricks, special strategies, and other important information for free. While it's perfectly fine to blog about new product releases, it's also important to keep providing helpful information to keep your readers coming back.

Don't ever lose sight of the fact that your readers are real people. You know what you enjoy reading in a blog, right? You want solid information - something useful. You probably don't mind the occasional sales pitch on a blog full of great information, but you'd be pretty annoyed to reading nothing but pitch after pitch.

If you're running a business blog, it's important to keep your readers in mind. Give them the kind of quality information they're hungry for, and they'll keep coming back for more. In fact, the more you give them for free, the more loyal they'll become, and the more likely they'll be to buy from you in the future.

Blogging is all about informing and educating. If you can do that, your visitors will form a bond with you and they'll be sure to spread the word about your blog so that your URL goes viral and it attracts an even bigger following within your niche.

Blogging can be very lucrative, not to mention it enhances your overall branding and networking on the 'net. Here are the steps you need to take to get started RIGHT NOW:

1.) Pick a niche topic (my advice is to go narrow).

2.) Find a domain and buy it.

3.) Set up your WordPress blog using your Fantastico host.

4.) Pick a theme online - Google free WordPress themes and you'll find millions you can upload.

5.) Set up your blog for categories, ad space, and stick an opt-in box in it to begin building a list.

6.) Start posting to your blog using keyword relevant titles and entries.

7.) Start bookmarking your blog and sharing that link to get it moving in the viral direction.

8.) Test the conversion of various products you promote on your blog and switch out those that aren't working well for you.

Politics – The Ugliest Fascination on Earth

No matter where you live, politics probably plays a part in your day to day life. You might not immediately deal with political issues, but you can be sure that politics plays a part in what you do! Whether it is office politics deciding who gets that raise you've been hoping for; city politics determining where you are allowed to park downtown; county politics dictating your quarterly property tax or even nationwide politics deciding how your schools are funded, politics plays a part in your daily life.

It is important then that you understand what politics really is. Politics, at its core, is defined by Wikipedia as the process by which groups of people make decisions. At its core, politics sounds quite simple. What makes it complicated are the individuals involved in making the decisions. Because human beings are not perfect, the political system is never going to be perfect. This is something that most people don't understand about politics. You can put all of the pomp and circumstance into politics that you want, in the end; it is more about human beings getting their way than about the process itself.

It has been said quite often that politics is a dirty business. In the United States Congress, for example, politics has taken on an air of hatred and manipulation. Many citizens of the United States feel that they are left out of the process of politics and that their elected representatives are more interested in scoring personal points than in working toward the betterment of their states and districts. In the last few decades special interest groups have taken on an entirely new role and lobbyists have become particularly vilified.

This disillusion toward politics is nothing new. Plato-the famous Greek philosopher-believed that all political systems were corrupt at their cores and that societies leaders should be chosen from an elite group of individuals who were began leadership training at birth. Aristotle argued that man is inherently political and that personal and political ethics are often the same thing.

One of the most famous political philosophers, Machiavelli advised that leaders of politics be brutal and manipulative and do whatever they could to retain their power. Machiavelli is studied today and his work is considered to be one of the leading authorities on how to behave in politics. Is it any wonder then, that the political systems of so many nations look corrupt?

The heart of politics is good: it is how laws are made and how individuals are judged by the societies that surround them. Without politics, nobody would know what was allowed and what was not allowed when they left the house. Unfortunately, many people view politics as a way to get ahead or to gain some sort of power over the people they live and work with. It is because of these "bad eggs" that politics has become regarded as an evil and ugly business.

Millennium Education Development – Ways To Achieve

Dr. Tooley: His conclusions on Private Education and Entrepreneurship

Professor James Tooley criticized the United Nations' proposals to eliminate all fees in state primary schools globally to meet its goal of universal education by 2015. Dr. Tooley says the UN, which is placing particular emphasis on those regions doing worse at moving towards 'education for all' namely sub-Saharan Africa and South Asia, is "backing the wrong horse".1

On his extensive research in the world poorest countries such as Ghana, Kenya, Nigeria, India, and China, Dr. Tooley found that private unaided schools in the slum areas outperform their public counterparts. A significant number of a large majority of school children came from unrecognized schools and children from such schools outperform similar students in government schools in key school subjects.2 Private schools for the poor are counterparts for private schools for the elite. While elite private schools cater the needs of the privilege classes, there come the non-elite private schools which, as the entrepreneurs claimed, were set up in a mixture of philanthropy and commerce, from scarce resources. These private sector aims to serve the poor by offering the best quality they could while charging affordable fees.3

Thus, Dr. Tooley concluded that private education can be made available for all. He suggested that the quality of private education especially the private unaided schools can be raised through the help of International Aid. If the World Bank and United States Agency for International Development (USAID) could find ways to invest in private schools, then genuine education could result. 4 Offering loans to help schools improve their infrastructure or worthwhile teacher training, or creating partial vouchers to help even more of the poor to gain access to private schools are other strategies to be considered. Dr. Tooley holds that since many poor parents use private and not state schools, then "Education for All is going to be much easier to achieve than is currently believed".

Hurdles in Achieving the MED

Teachers are the key factor in the learning phenomenon. They must now become the centerpiece of national efforts to achieve the dream that every child can have an education of good quality by 2015. Yet 18 million more teachers are needed if every child is to receive a quality education. 100 million children are still denied the opportunity of going to school. Millions are sitting in over-crowded classrooms for only a few hours a day.5 Too many excellent teachers who make learning exciting will change professions for higher paid opportunities while less productive teachers will retire on the job and coast toward their pension.6 How can we provide millions of more teachers?

Discrimination in girls access to education persists in many areas, owing to customary attitudes, early marriages and pregnancies, inadequate and gender-biased teaching and educational materials, sexual harassment and lack of adequate and physically and other wise accessible schooling facilities. 7

Child labor is common among the third world countries. Too many children undertake heavy domestic works at early age and are expected to manage heavy responsibilities. Numerous children rarely enjoy proper nutrition and are forced to do laborious toils.

Peace and economic struggles are other things to consider. The Bhutan country for example, has to take hurdles of high population growth (3%), vast mountainous areas with low population density, a limited resources base and unemployment. Sri Lanka reported an impressive record, yet, civil war is affecting its ability to mobilize funds since spending on defense eats up a quarter of the national budget.8

Putting children into school may not be enough. Bangladesh's Education minister, A. S. H. Sadique, announced a 65% literacy rate, 3% increase since Dakar and a 30% rise since 1990. While basic education and literacy had improved in his country, he said that quality had been sacrificed in the pursuit of number.9 According to Nigel Fisher of UNICEF Kathmandu, "fewer children in his country survive to Grade 5 than in any region of the world. Repetition was a gross wastage of resources".

Furthermore, other challenges in meeting the goal include: (1) How to reach out with education to HIV/AIDS orphans in regions such as Africa when the pandemic is wreaking havoc. (2) How to offer education to ever-increasing number of refugees and displaced people. (3) How to help teachers acquire a new understanding of their role and how to harness the new technologies to benefit the poor. And (4), in a world with 700 million people living in a forty-two highly indebted countries - how to help education overcome poverty and give millions of children a chance to realize their full potential.10

Education for All: How?

The goal is simple: Get the 100 million kids missing an education into school.

The question: How?

The first most essential problem in education is the lack of teachers and it has to be addressed first. Teacher corps should be improved through better recruitment strategies, mentoring and enhancing training academies. 11 Assistant teachers could be trained. Through mentoring, assistant teachers will develop the skills to become good teachers. In order to build a higher quality teacher workforce; selective hiring, a lengthy apprenticeship with comprehensive evaluation, follow ups with regular and rigorous personnel evaluations with pay-for-performance rewards, should be considered.12 Remuneration of teaching staff will motivate good teachers to stay and the unfruitful ones to do better.

Problems regarding sex discrimination and child labor should be eliminated. The Beijing Platform for Action (BPFA), for example, addressed the problem of gender inequality. BPFA calls on governments and relevant sectors to create an education and social environment, in which women and men, girls and boys, are treated equally, and to provide access for and retention of girls and women at all levels of education.13 The Global Task Force on Child Labor and Education and its proposed role for advocacy, coordination and research, were endorsed by the participants in Beijing. The UN added that incentives should be provided to the poorest families to support their children's education.14

Highly indebted countries complain on lack of resources. Most of these countries spend on education and health as much as debt repayments. If these countries are with pro-poor programs that have a strong bias for basic education, will debt cancellation help them? Should these regions be a lobby for debt relief?

Partly explains the lack of progress, the rich countries, by paying themselves a piece dividend at the end of the Cold War, had reduced their international development assistance. In 2000, the real value of aid flows stood at only about 80% of their 1990 levels. Furthermore, the share of the aid going to education fell by 30% between 1990 and 2000 represented 7% of bilateral aid by that time. 15 Given this case, what is the chance of the United Nations' call to the donors to double the billion of dollars of aid? According to John Daniel, Assistant Director-General for Education, UNESCO (2001-04), at present, 97% of the resources devoted to education in the developing countries come from the countries themselves and only 3% from the international resources. The key principle is that the primary responsibility for achieving 'education for all' lies with the national governments. International and bilateral agencies can help, but the drive has to come from the country itself. These countries are advised to chart a sustainable strategy for achieving education for all. This could mean reallocation of resources to education from other expenditures. It will often mean reallocation of resources within the education budget to basic education and away from other levels. 16

A Closer Look: Private and Public Schools

Some of the most disadvantage people on this planet vote with their feet: exit the public schools and move their children in private schools. Why are private schools better than state schools?

Teachers in the private schools are more accountable. There are more classroom activities and levels of teachers' dedication. The teachers are accountable to the manager who can fire them whenever they are seen with incompetence. The manager as well is accountable to the parents who can withdraw their children.17 Thus; basically, the private schools are driven with negative reinforcements. These drives, however, bear positive results. Private schools are able to carry quality education better than state schools. The new research found that private schools for the poor exist in the slum areas aiming to help the very disadvantage have access to quality education. The poor subsidized the poorest.

Such accountability is not present in the government schools. Teachers in the public schools cannot be fired mainly because of incompetence. Principals/head teachers are not accountable to the parents if their children are not given adequate education. Researchers noted of irresponsible teachers 'keeping a school closed ... for months at a time, many cases of drunk teachers, and head teachers who asked children to do domestic chores including baby sitting. These actions are 'plainly negligence'.

Are there any means to battle the system of negligence that pulls the state schools into failing? Should international aids be invested solely to private schools that are performing better and leave the state schools in total collapse? If private education seems to be the hope in achieving education for all, why not privatize all low performing state schools? Should the public schools be developed through a systematic change, will the competition between the public and the private schools result to much better outcomes? What is the chance that all educational entrepreneurs of the world will adapt the spirit of dedication and social works - offering free places for the poorest students and catering their needs?

Public schools can be made better. They can be made great schools if the resources are there, the community is included and teachers and other school workers get the support and respect they need. The government has to be hands on in improving the quality of education of state schools. In New York City for example, ACORN formed a collaborative with other community groups and the teachers union to improve 10 low-performing district 9 schools. The collaborative won $1.6 million in funding for most of its comprehensive plan to hire more effective principals, support the development of a highly teaching force and build strong family-school partnerships. 18

Standardized tests are also vital in improving schools and student achievements. It provides comparable information about schools and identifies schools that are doing fine, schools that are doing badly and some that are barely functioning. The data on student achievement provided by the standardized tests are essential diagnostic tool to improve performance. 19

The privatization of public schools is not the answer at all. Take for instance the idea of charter schools. As an alternative to failed public schools and government bureaucracy, local communities in America used public funds to start their own schools. And what started in a handful of states became a nationwide phenomenon. But according to a new national comparison of test

scores among children in charter schools and regular public schools, most charter schools aren't measuring up. The Education Department's findings showed that in almost every racial, economic and geographic category, fourth graders in traditional public schools outperform fourth graders in charter schools. 20

If the government can harness the quality of state schools, and if the World Bank and the Bilateral Agencies could find ways to invest on both the private and the public schools - instead of putting money only on the private schools where only a small fraction of students will have access to quality education while the majority are left behind - then 'genuine education' could result.

Conclusion

Education for all apparently is a simple goal, yet, is taking a long time for the world to achieve. Several of destructive forces are blocking its way to meet the goal and the fear of failure is strong. Numerous solutions are available to fix the failed system of public schools but the best solution is still unknown. Several challenges are faced by the private schools to meet their accountabilities, but the resources are scarce. Every country is committed to develop its education to bring every child into school but most are still struggling with mountainous debts.

'Primary education for all by 2015' will not be easy. However, everyone must be assured that the millennium development goal is possible and attainable. Since the Dakar meeting, several countries reported their progress in education. In Africa, for example, thirteen countries have, or should have attained Universal Primary Education (UPE) by the target date of 2015. 23 It challenges other countries, those that are lagging behind in achieving universal education to base their policies on programs that have proved effective in other African nations. Many more are working for the goal, each progressing in different paces. One thing is clear; the World is committed to meet its goal. The challenge is not to make that commitment falter, because a well-educated world will be a world that can better cope with conflicts and difficulties: thus, a better place to live.

Claiming Tax Deductions for Summer Camps and Childcare

For most parents, summertime is an opportunity to allow their children to enjoy their favorite summer camps and childcare services. This can, however, be a hefty cost for the parents and guardians. However, thanks to the childcare tax deduction benefits, parents can deduct the cost of childcare for summer camp from their Adjusted Gross Incomes and therefore, not pay taxes for their childcare expenses. For the childcare expense to qualify for a deduction, some requirements must be met. Some of these qualifications are:

  • Payment Has to be Made - For the childcare cost to qualify for a deduction, actual payment has to be made to a summer camp or childcare organization. You cannot make your own camp for your children and deduct the expenses as childcare. The childcare must also not be run by your spouse or by your children, unless your child is over 19 years old and not your dependent.
  • Payment Has to be for Qualifying Dependents - To qualify for the deduction, the children of the taxpayer claiming it need to be dependents of the taxpayer. Therefore, you cannot claim deductions for your neighbor's or friend's children.
  • Overnight Camps Do Not Qualify - Overnight camps do not qualify for the deduction under childcare tax deductions.
  • Claim Costs of Childcare Only - You can only claim the costs of the actual childcare and not other expenses. Expenses such as food, clothing expenses, and self-incurred transport expenses to the camp cannot be claimed. However, if the childcare organizers transport the children from an agreed destination, they may include this in their bill to you, which would be deductible. Similarly, if the camp organizers do not separate the costs of food and other expenses with those of childcare and only provide a lump sum bill, then one may deduct the whole amount.
  • Include the Social Security Number of Your Children - To qualify for the deduction, you must include the Social Security numbers of the children or dependents that you are claiming for. Failing to include a Social Security number may lead to having the deduction being denied.
  • Must File IRS Form 2441 - To qualify for the childcare deduction, the taxpayer must file IRS Form 2441 and attach it to the Form 1040, 1040A, or 1040NR. You cannot claim the deduction if you have filed form 1040EZ or 1040NR-EZ.
  • Deduction Allowed After Actual Childcare - You can only claim the deduction if your child or dependents actually get to go to camp. If the camp is canceled for whatsoever reason and you have incurred fees such as booking deposits, you cannot deduct such costs, even if you did not get a refund. Furthermore, if you prepay for the summer camp, you cannot claim the deduction until your children have actually attended the camp.

These collars consist of a sensor to detect the bark and a pair of electrodes or similar to administer a small harmless shock to the dog. More advanced devices can adjust the level of the shock depending upon how many shocks have been administered before. The main problem with these devices is that the dog is being consistently punished for it's bad behaviour. This may seem ideal initialy but it is far from this.

Training a dog involves much more than punishing the dog every time it is bad. In fact, using positive reinforcement and praise when the dog stops behaving badly can have a much more positive effect. Getting to the root of the behavioural problem is the best approach. Only then can a preventative training method be implemented. Consider the case of a dog that chews and barks because it misses it's owner during the day. The barking and chewing is a product of the dog feeling anxious. "For fifty years we have been a developing nation. It is time we see ourselves as a developed nation." This is the part of the speech of Dr Abdul Kalam in Hyderabad. Whenever we are talking about Developed nation, suddenly education comes to picture with other major indicators like the growth rate of the economy, birth rate, death rate, infant mortality rate (IMR), and literacy rate. These indicators are all interconnected with each other and the literacy rate has been the major determinant of the rise or fall in the other indicators. There is enough evidence even in Orissa to show that a low literacy rate correlates with high birth rate, high IMR, and decrease in the rate of life expectancy. The recognition of this fact has created awareness on the need to focus upon literacy and elementary education programmes, not simply as a matter of social justice but more to foster economic growth, social well-being, and social stability.

The Constitution of India casts an obligation on the State to provide free and compulsory education to all children up to the age of 14. The literacy rate in Orissa during 1951 was 15.8% against the all India average of 18.3%, which increased to 63.6% in 2001 against the all India average of 65.4%. While the male literacy rate of 63.1% in the State in 1991 increased to 75.9% in 2001, the female literacy rate increased from 34.7% to 51.0%. There has been a steady improvement in the literacy rates of the State over successive decades, which is a result of expansion of educational infrastructure both quantitative and qualitative.

In 1950-51, there were 9,801 Primary Schools with 16,525 teachers and 3.15 lakh students. There were 501 Upper Primary Schools with 2,569 teachers and 40,000 students. Also there were 172 High Schools with 2,247 teachers and 16,000 students. Since 1950-51, there has been a considerable expansion in the number of educational institutions, enrollment and number of teachers at all levels during successive plan periods. In 2003-2004, there are 44,416 Primary Schools with 52.54 lakh enrollment and 97 lakh teachers in the State. There is one Primary School for every 3.5 Sq.Km area. The state government has established 14, 233 Upper Primary Schools for each 10.94 km area in the State.

Issues of Concern

Education is the key to social & economic development of any society. It encompasses every sphere of human life. Level of literacy has a profound bearing on the level of human development. There are major issues, which are directly or indirectly concerned with the education in Orissa. First, the dropout rate in primary and upper primary schools is become a major issue of concern. In the same time dropout rate become a major setback in the increasing literacy rate which was at the primary stage 33.6%. But if you compare girls dropout rate with boys, the dropout rate for girls was 35.4% and for boys 31.9%. Dropout rate at upper primary stage was 57.5% in 2003-04. Out of them 56.5% boys dropped out in upper primary stage while 58.6% girls dropped out in the same year. Second issue is infrastructure of school buildings, which are in bad conditions. And the old or unsafe school buildings of our state are inadequate to meet the needs of school children. Many of them one-room (or even open-air) operations with poorly paid teachers.

Steps taken by the State Government

Orissa government has always made concerted efforts to provide education to all. Some major initiatives were taken to offer quality education for a brighter future not only for Oriyas but also for the state, at last for the nation. Some steps were directed towards the reform and renewal of state's education system. In the same time there has been a considerable expansion in the number of educational institutions, enrolment and number of teachers at all levels during successive plan periods.

The central and state governments have been expanding the provision of primary formal and non-formal education to realise the goal of Universilisation of Elementary Education (UEE). Elementary education is recognised as a fundamental right of all citizens in India. The directive principles of state policy envisage UEE as one of the major goals to be achieved and mandated in a timeframe. As per guidelines adopted at the national level, the State aims at providing access to Primary Schools within one kilometer and Upper Primary Schools within three kilometers from habitations having 300 or more and 500 or more respectively. In order to achieve the goal of Universalisation of Elementary Education and to improve the quality, steps have been initiated to engage more 9,563 para teachers under State Plan.

Government of India's flagship programme 'Sarva Shiksha Abhiyan' was launched on nation-wide scale to universalize elementary education by providing for community ownership and monitoring of the school system. The objectives of the programme are compulsory Education to all the Children of 6-14 years age group by 2007. Under the programme, there were 780 new primary schools, 2,771 new upper primary schools were opened and. 25,594 Swechasevi Sikhshya Sahayaks were appointed in 2003-04. The Sarva Shiksha Abhiyan programme calls for community participation through effective decentralisation - involvement of Village Education Committee (VEC), Members of Panchayat Raj institutions and Womens' group. It ensures transparency and accountability of the school system to the community. To lesson the burden of Directorate of Higher Education, the state government has been established three regional Directorates in Bhubaneswar, Berhampur and Sambalpur. Regional Directors of these Directorates have been vested with similar powers of Director of Higher Education. Today, access to the qualitative education is reducing in Orissa. The reason is a lack of budget, weak governance and decline of physical infrastructure, shortage of teachers and their low salary, obsolete teaching plans, poverty and malnutrition, and absence of parents and society participation.

Hurdles to achieve the Goal

Funds become major hurdle for every developmental programme in Orissa. In some cases, it is surplus and government cannot utilize the fund within the required timeframe. In the other side, it is deficit. In every step and in every stage, we extend our hand in front of the Central government, financial institutions for funds. How do you education keep the education aside? The government does not have money for primary education. Well, the fiscal deficit is surely a problem, but that could not be excused during a downturn if it is used for opening up the way to developed nation. The Government of Orissa fully endorses the approach on universalisation of elementary education and the scheme 'Sarva Shiksha Abhiyan' should be given the highest priority. But when we are heading towards success of the programme, we do not have fund to provide the study materials to the students. With the assistance from Central Government, the Orissa Government has been providing the study materials every year. For a state like Orissa, the government needs 3.5 crores books for the students up to VII class.

Generally, the government was sanctioned eight crores every year. In the current year budget, only four crores has sanctioned, whereas approximately 30 crores required for the printing of study materials. Now, It is become routine issue for the government to sanction inadequate fund and demand more money at the neck of the moment when the books should reach at the end user. This is not only creating an obstacle in the time bound programme but also spoil the valuable time of the students for struggling with the course without courseware. Here I have highlighted one issue, which is occurred in every year at the beginning of academic year. Government has been compromising the issue without thinking the future of the small kids.

Though it is a routine issue, then why Government is not considering this issue seriously?

Some other issues like educational infrastructure and appoint good teachers with good salary are also taken into consideration. When we are appointing good teachers for this programme, we should think about the other side of the coin (i.e good remuneration). The state government appointed 40,846 Shiksha Sahayaks under several schemes including District Primary Education Programme (DPEP) and Sarba Siksha Abhijan (SSA). Due to deficit budget the Shiksha Sahayaks are compromising with the situation and ready to work in less salary (i.e. Rs 1500 per month), which is less than the wage of a bonded labour. In spite of that the State Government is unable to provide their share at least in time to the Shiksha Sahayaks. How would we expect quality education from a teacher who is struggling to survive in this expensive society? Recently, the State Government has decided to hike the monthly honorarium of the Siksha Sahayaks from Rs 1500 to Rs 2000. This decision was taken at a high-level meeting presided over by Chief Minister Naveen Patnaik on October 20. This will cost the State Exchequer an additional Rs 25 crore per year. Obviously, zero percent credit goes to the State Government. Though Central Government is supporting 75 percent of the estimated expenditure, this additional hike will be added to the aided account. If Sarba Siksha Abhijan is become a flop programme, then the credit goes to the state government. The major barrier is deficiency of fund.

Conclusion

We are compromising in every step of our life. How many days will we live with 'compromise'? Let us stop compromising with our future and with our future generation. At least the State Government should give up elementary education. Education makes man a right thinker. It tells man how to think and how to make decision. When the absolute number of literate people in the state is steadily rising year after year, then where are those instincts of a literate person? Where is your voice against the backward step of the government? But moving beyond educational programmes requires much political will and public pressure. Unfortunately, elementary education continues to receive low priority from those in power. While State Assembly discusses trivial issues, issues related to elementary education gathers dust. If government will not take any rigid step then all children of 6-14 years age group in school by 2003, all children to complete 5 years of schooling by 2007and all children to complete 8 years of schooling by 2010 will become a utopian dream for us.

Celebrity Product Placement: A Primer

With more and more companies wanting to integrate their products into the lives of

celebrities, now seems like a good time to take a closer look at Celebrity Product

Placement, describe three common approaches, and outline what steps can be taken

to guarantee results.

The term "Celebrity Product Placement" is used to describe several related

techniques, but its definition applies to each: free products are distributed to

celebrities in expectation of a promotional benefit. Unlike the more overt, paid-for

endorsement, it offers a distinct advantage. It can appear like a product choice

made on individual preference.

Most marketers are unaware of their options in this category (one form features

contracts with celebrities, guaranteeing performance and allowing marketers to

actively leverage celebrity patrons in the media) and therefore many overlook a very

powerful influencer-marketing technique.

In this article, I will describe each of the three main approaches and discuss their

relative merits by listing their pros and cons. I also hope to quash any

misconception that Celebrity Product Placement has to be a gamble, and show you

how best to secure a return on investment (R.O.I.).

But first, a little history...

Celebrity Product Placement (sometimes called "Celebrity Seeding") has been with us

since the dawn of marketing. Centuries before Arnold Schwarzenegger stepped into

his first Hummer, an 18th century potter named Josiah Wedgwood began supplying

his wares to England's Queen Charlotte. Being given the title "Potter to Her Majesty"

led to a huge amount of publicity for Wedgwood which he took advantage of using

the term "Queen's Ware" wherever he could.

It wasn't until the 20th century that marketers keyed-in on America's "royalty":

Hollywood. But more often than not they met with disappointing results. Some

companies responded only to occasional requests for products ("gifting"), while

others made half-hearted attempts to distribute them without first devising a means

to guarantee results ("seeding"). In the end, most companies seeded product "to the

wind" and failed to grow anything of value.

Those efforts that did succeed, however, were so successful that independent

specialists emerged to help companies achieve better results. But the services they

offer vary and so do the results.

What's It All About?

Marketers have long known the power of celebrity to influence consumer-

purchasing decisions. The term "borrowed equity" has been used to describe how a

celebrity endorsement can bestow upon a product special attributes and cache it

might not otherwise have.

The same concept applies to Celebrity Product Placement. But unlike celebrity

endorsements, where a highly compensated personality appears in commercial

advertising, Celebrity Product Placement offers marketers a more subtle and highly

effective means of reaching the public - via the media they consume by choice.

Indeed, Celebrity Product Placement is as much about placing products with

celebrities as it is about getting stories about those relationships into the press.

Regardless of the approach, Celebrity Product Placement strategies have a common

aim: to tie celebrities (thought-leaders, influencers) with consumer products in the

public consciousness.

Three different techniques offer three different levels of control over that placement:

gifting-the-talent (this usually involves supplying products for gift bags at live

events); product seeding (products are distributed more widely in hopes of securing

a promotional benefit and kicking off a trend); and, barter relationships (individual

celebrities agree to participate in custom programs in exchange for valuable

products).

Let's take a look at each one in greater detail.

GIFTING-THE-TALENT

"Everybody" knows that celebrities own all the coolest stuff, and well before

everybody else. Celebrities travel the world and every minute detail of their daily

lives pervades the media. As style-leaders, they are perhaps our most powerful

influencers. It's no wonder then that companies are lining up to give them the latest

gifts and gadgets for free.

One method to do this is called "Gifting-The-Talent." This generally involves

supplying free product for insertion into "goody bags" which are handed out as

'thank you' gifts to celebrity presenters and award nominees at the now-countless

awards shows and charity benefits that dot the entertainment landscape.

At last year's Academy Awards, for example, one of two Best Actress gift-bags

featured Gucci sunglasses, a Sprint PCS phone, Christian Tse 18-carat gold Iris

earrings, and more. The Best Actor bag featured Gucci eyewear, a Maurice Lacroix

Swiss watch and assorted other goodies. According to news reports, the retail value

of one such group of bags at the Oscars exceeded $110,000 each!

But how effective is this practice? If the goal of Celebrity Product Placement is to get

press coverage, can we measure the value of gift-bag placements? What types of

products are suitable and which are not? And what level of control does this strategy

offer marketers both in terms of demographics and reach?

There is no denying the value of being associated with these glitzy events, and by

extension, the celebrities who populate them. On the plus side, they offer a rare

opportunity to get close to the biggest stars in the world. On the minus side, the

marketer has no control in matching up celebrities who hold sway over their

particular demographic. They have to play the cards they are dealt.

Gifting-the-talent at award shows virtually guarantees mentions in the celebrity

press at the time of the event; but without permission to associate the celebrity's

name and likeness with the product, marketers don't have the leeway to truly

leverage those relationships in their own press activities.

Gifting-the-talent in this way has other limitations: first-movers snap-up desirable

categories and, of course, not all products are deemed appropriate. You won't find

an energy drink in these bags.

PRODUCT SEEDING

Product Seeding offers marketers more control over whom to place products with

but, conversely, less control over how (or if) those products get used. And, while

virtually any product - from bottled water to consumer electronics - can be seeded

with celebrities, marketers are playing the odds here. But the payoff can be huge if

the seeding is supported by a creative strategy.

Product Seeding is the oldest form of Celebrity Product Placement. Products are

distributed more widely. They can be aimed at celebrities who are most compelling

to your demographic. And they can be delivered directly to the celebrity without the

filters imposed by events. Of course, working with a specialist who can get your

product directly to celebrities becomes paramount here. Film and television product

placement agencies are NOT set up for this practice.

Taken by itself, Product Seeding is a gamble. If you send enough freebies to

Hollywood but you don't have a creative strategy, a celebrity might be photographed

using your product or evangelizing it on a talk show. But if one looks at Product

Seeding as one tactic in a larger Celebrity Product Placement effort, it can pay big

dividends - particularly in identifying celebrities who have a true affinity for your

product.

Energy Brands, makers of the Glaceau Vitamin Water line, discovered this in 2004.

As a result of its long-time strategy to "home deliver" the vitamin-enhanced drink

to celebrities (including Sean "Puffy" Combs and Tom Cruise), the company gained a

fan in 50 Cent. Having mentioned his preference for the product in a series of

interviews, the Hip Hop star - who is well known for his fitness-centered lifestyle -

became an obvious choice for brand spokesperson.

Speaking to Ad Age magazine, Energy Brands' VP of marketing, Rohan Oza, said

"We've seen that when 50 Cent incorporates [Vitamin Water] into his daily routine ...

the brand gets on the airwaves and we create a lot of trial." Making vitamin water a

visible part of the rapper's healthy lifestyle worked so well the company launched a

new "Formula 50" variety named for the artist.

Such "organic" relationships can grow from Product Seeding. Not only can marketers

benefit from press mentions, but the process can be used to uncover promotional

opportunities and, in some cases, identify the most ideal product endorsers.

Product Seeding remains a gamble but, if executed properly, one well worth taking.

Relatively speaking, it is a very low-cost marketing program. And the return on

investment - though difficult to forecast compared to barter relationships discussed

below - can be big. But what if your goal is limited to getting press mentions? Can a

publicist hedge his or her bets in this category?

One of the great things about Product Seeding is how creative you can get. For

Trident White chewing gum, the company commissioned a Harris poll asking the

public to vote on the best "celebrity smiles." My company, which specializes in

celebrity product placement, delivered gift baskets of the product to the Top 6

winners, allowing Trident to plug the celebrities in their press materials.

On another occasion, Electrolux - maker of a new high-end, super-quiet vacuum

cleaner - wanted to align their product with celebrities. We identified 6 celebrity

moms who had recently given birth and - touting the fact that these vacuums would

not wake a sleeping baby - made gifts of the product to each. Here again, the

company was able to use celebrities to draw press coverage for its product. And

they were able to reference these celebrities because they were stating facts (a gift

was made to...).

But what if you want tighter integration with celebrities? Suppose you need to

forecast a return on investment in order to get approval for a Celebrity Product

Placement campaign? And what if you want celebrities to provide feedback about

your product and authorize use of their names and likenesses as part of your press

campaign?

BARTER RELATIONSHIPS

Barter is, perhaps, the only way to guarantee performance on the part of the

celebrity. Unlike other forms of gifting, this is a quid pro quo relationship whereby

the celebrity agrees in advance to participate in the marketer's promotional activities

- in exchange for valuable product.

Celebrity Product Placement campaigns of this type work best for big-ticket items

such as consumer electronics and (the loan of) cars. But with creative approaches,

special product questionnaires and generous "Right of Publicity" agreements,

marketers can use the celebrity's name, likeness and opinion as part of their public

relations campaigns.

Celebrity Product Placement - via barter agreements - is also among the most

affordable ways to use celebrities. For the price of a few products, and sometimes a

token honorarium, companies can integrate testimonials into their PR materials and

create customized celebrity content for their websites.

They can involve numerous stars in a press campaign for less than the cost of a

single paid celebrity spokesperson. It is one of the most under-exploited tactics

available to marketers today.

A Case Study: Sony Electronics

The Sony CD Mavica - at the time, the only digital camera offering a built-in CD-

Rom - had failed to penetrate the increasingly crowded market for digital imaging

products. This was troubling for Sony because the CD Mavica offered clear

advantages over its competitors; namely, freedom from wires. But that message had

failed to reach the public.

Sony wanted to involve celebrities with their products and for that involvement to

influence the public in a meaningful way. They wanted a high-profile event -

preferably benefiting charity - upon which to launch a yearlong press campaign in

time for the Christmas shopping season. The focus: to promote the simplicity of

CD-based photography.

The budget was limited. But, having learned that the latest Sony products could be

made available to gift the talent, The Hollywood-Madison Group proposed a

Celebrity Product Placement campaign. Each celebrity would be asked to take a

picture of what "Freedom" means to them, and those photos would be auctioned off

for charity.

Such an artistic challenge, coupled with the prospect of receiving free Sony product,

not only served to induce celebrities to participate, but offered us an extraordinary

opportunity: to frame these pictures and mount an exhibition which raised money

for charity. Indeed, the charity component attracted higher-caliber celebrities and

provided the "hook" to draw media attention.

We successfully placed the Sony CD Mavica digital camera with fifteen top stars

including Eric McCormack, Alyssa Milano and Dennis Hopper. The photographs were

then offered for sale on eBay as part of Wired magazine's annual charity auction,

and put on display at a star-studded event in Los Angeles.

Fifteen top celebrities demonstrated the practical use of Sony's product and

authorized the use of their names, likenesses and opinions about the product for

press and marketing purposes (for one year). Sony received free advertising for its

product in print and online for three months (worth an estimated $100,000), as well

as 3.6 million webpage impressions (auction as a whole) and national press

coverage including Entertainment Tonight.

Conclusion

Celebrity Product Placement offers marketers an exciting way to influence

consumer-purchasing decisions. Properly executed, it can be a low-cost, high-

return proposition. As such, it should be part of every consumer-marketing

program.

Three different approaches offer three different results: gifting-the-talent (narrow

focus); product seeding (broad focus) and, barter relationships (one-on-one focus).

But, as we have seen, a tightly integrated celebrity product placement campaign,

combining elements of each, can improve results and deliver an impressive return

on investment.
